The Building Committee of the Brandon Community Advantage Center issues this Request for Proposal for the planning and permitting of the proposed Community Center Phase One, to be constructed on the 4.26-acre site located at the corner of Watson and Watson roads in the Winthrop Community (at the southeast corner of Providence Road and Bloomingdale Avenue). The site was purchased by the BCAC on October 17, 2008. An environmental site assessment and preliminary soil investigation, as well as boundary, topographic, tree and utility surveys have been performed (see attached). A conceptual site plan is also attached for your review. The site will be developed with the first phase consisting of an approximate 20,000- square-foot community activity building with related parking, to begin construction in first quarter 2009. An RFP for Design/Build firms will be issued within the next few weeks. Because time is of the essence, the intent of the BCAC building committee is to select and contract with a Civil Engineering firm prior to selecting the Design/Build firm. Once the Design/Build firm is selected and a contract executed, the Civil Engineer agreement and awardee will be assigned to and become a member of the Design /Build team.

The Brandon Community Advantage Center Board promotes the participation of certified minority/small businesses with respect to design and construction services for this project. Please include a statement of your policy and any proposed minority/small business participation in your proposal. Your proposal should include a schedule and cost breakdown by civil engineering tasks, your firm's experience and qualifications on similar projects, and a listing of experience and qualifications of personnel proposed for this project.
